EGYC Centennial Regatta 18/19 July 2009

Save the date for the East Greenwich Yacht Club’s Centennial Regatta. This exciting event is scheduled for July 17-19, 2009 and I will guarantee you that we have something for everyone……

If you are a SERIOUS RACER ~ We have a semi-serious pursuit race scheduled for July 18th. We will be offering both Spinnaker & Non-Spinnaker racing divisions.

If you are a CRUISER who has never raced or have not raced in a long time ~ We have a Cruising Canvas division. You’ll still get to go sail the course with the non-Spinnaker boats, but will be eligible for special awards in this class. We’ll even assign you a rating number!

If you own a POWERBOAT ~ We have a Predicted Log event planned. This event tests both the knowledge of your own boat and your navigation skills. We are also looking for powerboats to serve as photo-boats in different areas around the racecourse and help with race committee and mark boats for Sunday’s small boat event.

If you own a small ONE DESIGN ~ We will be running OD Races on Sunday, July 19th. We hope to have classes for Lasers, Laser Radials, Laser 4.7’s, 420’s, & Optimists. We’ll start ANY class that has 7 or more boats pre-registered before July 1st.

If you LIKE FOOD & MUSIC ~ We have an AWESOME deck party planned for Saturday night. Live music, great food, and beer kegs on the deck. You DO NOT need to be part of the on-the-water events to come enjoy this deck party!

Proceeds from this event will benefit Big Sisters of Rhode Island. We’ll be collecting lightly used clothing all weekend. We will have additional details in June.

PLEASE sign up early and encourage others to do the same. We’ll be posting lists of all the boats (Power & Sail) on the Centennial Regatta web site as they arrive. I’ve attached an entry form to this email that you can fill out and send back to us. Remember, you can sign up for the party without being part of the on-the-water activities!

Notice of Race

EGYC Centennial Regatta

July 18-19, 2009

This is a two day event. This event is designed to celebrate the 100 years of sailing at the East Greenwich Yacht Club, for both cruising classes (family class, non-spinnaker and spinnaker) and OD classes sailed in dingies. This is an opportunity for family and friends to race with each other on Saturday in a Cruising Class Pursuit Race and against each other in a dinghy Regatta on Sunday. Two classes will be run, a spinnaker and a non-spinnaker class. Within the non-spinnaker class there will be a Family Cruising Division for those yacht's optimized for cruising.

A dinner will be held at the East Greenwich Yacht Club on Saturday evening. For those yachts participating from yacht clubs outside of Greenwich Bay, free birthing (mooring or slip) will be provided free of charge for both Friday July 17^th 2009 and Saturday July 18^th in the close proximity of the EGYC. This is to extend EGYC’s hospitality while encouraging participation in its deck party with food, beverages, music and awards ceremonies.

To encourage participation for Family Cruising Division yachts, the East Greenwich Yacht Club’s Measurer may assign a rating for this event only in the following two (2) ways:
First, while PHRF-NB certificates are being encouraged, they are not required for this event. A rating, for this event only, can be assigned by the EGYC Measurer.
Second, adjustments to the yacht’s PHRF-NB rating may be given by the EGYC Measurer to adjust for yachts optimized for cruising.

Schedule of Events:

Friday, July 17, 2009 1800: Skippers meeting at the East Greenwich Yacht Club, not mandatory.

Saturday, July 18, 2009 1100: Cruising Class Pursuit Race around government buoys for cruising class yachts with starts staggered according to PHRF rating with family and friends as crew encouraged. There will be two Classes, Spinnaker and Non-spinnaker. This is a pursuit race with staggered starts. To simplify the starting process the Race Committee will announce on the Race Committee VHF working channel the yachts which will start next. While all efforts will be made to inform all competitors of the starting order failure of a yacht to hear the announcement will not be grounds for protest.

Saturday, July 18, 2009 1700: (Grand deck party with music, beer, food and beverages, Awards, will also be presented that night at the East Greenwich Yacht Club.

Sunday, July 19, 2009 1100: Dinghy Regatta for Laser, Laser Radial, Sunfish, and 420s. All ages are invited. There will be separate scoring for age groups.

1. Rules:

The EGYC Centennial Race will be governed by the 2009-2102 The Racing Rules of Sailing, the Sailing Instructions, the Notice of Race, and any amendments thereto. This is a “club” event with other Yacht Club of Sailing Association members invited to participate. This race is classified as a Category “A” event. For the Saturday race all yachts, in addition to all Federally required equipment, shall have a VHF radio aboard, and shall keep the radio energized on the Race Committee working channel VHF channel 72 from her “warning signal” until her “finish”. Additionally, the Race Committee shall continuously monitor VHF channel 13, “Ship-to-Ship”. The Narragansett Bay race area, with its East and West passages and approaches to Providence and Fall River, are considered a “restricted channel” for commercial traffic and vessels in the navigation channel, restricted in their ability to maneuver. Sailors must comply with the International COLREGS when in such proximity to commercial or privileged marine traffic. Yachts which obstruct the safe passage of commercial traffic are subject to protest under The Racing Rules of Sailing. A violation under this instruction shall be considered a violation of rule 2. The Race Committee or Protest Committee, upon the report of information or observation of an incident Shall protest a yacht. This is in addition to the requirements of rule 60.2(a) and the preamble to Part 2.

Notices: Notices to competitors will be posted on the bulletin board located at the East Greenwich Yacht Club.

2. Eligibility:

2.1 The Cruising Class Pursuit Race is open to all yachts with the following qualifications;

a) All Spinnaker Class competitors having a valid 2009 PHRF-NB rating certificate.

b) All Non-spinnaker Class competitors must have a valid 2009 PHRF-NB rating certificate.

c) All Family Cruising Division competitors must either have a valid 2009 PHRF-NB rating certificate or be a yacht eligible for a PHRF-NB rating. If a Family Cruising Division competitor does not have a PHRF-NB 2009 rating they may apply to the EGYC Measurer for a rating that is valid for this event only. Any Family Cruising Division competitor, with or without a PHRF-NB certificate, may apply to the EGYC Measurer for a rating adjustment that is valid for this event only. These rating adjustments may be made for any reason, including but not limited to the materials, age, condition, or limits of the sails, the condition of the yacht’s bottom, or the yacht’s optimization for cruising. Rating adjustments may also be given for crew limitations; such as limited crew numbers, crew members all of one family, or use of a young crew. A letter or email should be addressed to the EGYC Measurer describing any aspect of the yacht which the owner/skipper believes should be used to adjust the rating. If the yacht does not have a 2009 PHRF-NB certificate a letter or email must be addressed to the EGYC measurer describing the yacht’s manufacturer, model, size, sail sizes and propulsion as early as possible. 2.2 The Dinghy Racing;

a) The planned classes are Laser, Laser Radial, Sunfish, and 420.

b) The organizing authority reserves the right to cancel any class that has less than 7 entries.

c) The organizing authority reserves the right to add any class that has a minimum of 7 entries.

3. Entries:

3.1 Entries shall be submitted on the official entry form, including the attached waiver.

3.2 Classes shall meet the minimum entry requirements no later than July 9, 2009.

3.3 Cruising Class Pursuit Race registration fee is $50 if registration is before July 9, 2009. Late registration, on or after July 9, 2009, will be $60.

3.4 Dinghy registration fee will be $20.

3.5 Registration made online or by mail to the East Greenwich Yacht Club is preferred.

3.6 In person registration can be made at the East Greenwich Yacht Club up to 9:00 AM the day of the race.

4. Sailing Areas:

4.1 The Cruising Class Pursuit Race will start and finish at “C1” west of Pine Hill Point.

4.2 The Dinghy Races will rendezvous east of “C5” Sally Rack.

4.3 Dinghy boats will launch from the EGYC parking lot.

5. Courses:

5.1 The Cruising Class Pursuit Race, all courses will use government marks. Details of courses and starting times will be in the Sailing Instructions.

5.2 The Dinghy Race courses will use dropped marks.

6. Schedule of Races:

6.1 The Cruising Class Pursuit Race one race is scheduled. The first signal will be 1100.

6.2 The Dinghy Race will sail as many races as possible. The first signal will be 1100. No warning signal will be made after 1500.

7. Scoring:

7.1 Cruising Class Pursuit Race will have 1 race.

7.2 Dinghy racing, 1 race will constitute a series. When 5 or fewer races have been completed a boat’s series score will be the total of her race scores. If 6 races have been completed each boat will have one through out. No more than 6 races will be sailed.

8. Prizes:

8.1 Prizes will be awarded to the first, second, and third place finishers in each class.

8.2 Within the non-spinnaker class there will be separate prizes for the first, second and third place finishes in the Family Cruising Class.

8.3 There may be awards for the best performance in some specified group, such as manufacturer or club as well as best dressed crew, most family members, etc.

8.4 There will be an award for the best overall performance for each day.

8.5 Awards for the Cruising Class Pursuit Race will be awarded Saturday evening during the dinner at the East Greenwich Yacht Club.

8.6 Awards for the Dinghy Races will be awarded at the EGYC Awards Banquet in the Fall.

Sailing Instructions Pursuit Race EGYC Centennial Regatta  July 18, 2009 1.0 RULES The East Greenwich Yacht Club Centennial Race will be governed by the 2009-2012 The Racing Rules of Sailing, The International Regulations for Preventing Collisions at Sea, these sailing instructions, the Notice of Race and any amendments. This is a “club” event with other Yacht Club or Sailing Association members invited to participate. This race is classified as a Category “A” event. All yachts, in addition to all Federally required equipment, shall have a VHF radio aboard and shall keep radio energized on the Race Committee working channel VHF channel 72 from her warning signal until her “finish”. Additionally, the Race Committee shall continuously monitor VHF Ch 13, “Ship to Ship”. The Narragansett Bay race area, with its East and West passages and approaches to Providence and Fall River, are considered a “restricted channel” for commercial traffic and vessels in the navigation channel, restricted in their ability to maneuver. All yachts shall monitor channel 72 during the race day. 4.0 SIGNALS MADE ASHORE 4.1 Signals ashore shall be made aboard the designated Race Committee Boat, docked at East Greenwich Yacht Club. 4.2 Code Flag LIMA will signify posting of a notice or amendment. 5.0 SCHEDULE OF RACES In accordance with date and times listed in the Notice of Race. 6.0 RACING AREA Yachts will rendezvous in the area near C’5’ West of Pine Hill Point. 7.0 COURSES 7.1 The Race Committee will announce over the radio whether the Long or the Short course will be used. If the short course is to be used the Race Committee will display an “S” flag. 7.2 The starting time for each yacht will be based on the yacht’s rating and the length of the course. The appendixes 1 – 4 will be used for each yacht’s starting time. The appendixes will be posted one week before the race. 7.3 Spinnaker Class 7.3(a) Spinnaker Class - Long Course use Appendix 1: From the start to G’7’ Quonset Pt to Port, R’10’ North of Jamestown Bridge to Port, C’5’ West of Conanicut Pt. to Starboard, R’2’ North East of Conanicut Pt. to Port, C’1’ Despair Island to Port, R’8’ Patience Island to Port, then to finish, length 16.6 NM. 7.3(b) Spinnaker Class - Short Course use Appendix 2: From the start to G’7’ Quonset Pt to Port, R’2’ North East of Conanicut Pt. to Port, C’1’ Despair Island to Port, R’8’ Patience Island to Port, then to finish, length 11.8 NM.  7.4 Non-Spinnaker Class 7.4(a) Non-Spinnaker Class - Long Course use Appendix 3: From the start to G’7’ Quonset Pt to Port, R’2’ North East of Conanicut Pt. to Port, C’1’ Despair Island to Port, R’8’ Patience Island to Port, then to finish, length 11.8 NM. 7.4(b) Non-Spinnaker Class - Short Course use Appendix 4: From the start to G’7’ Quonset Pt to Port, R’2’ North East of Conanicut Pt. to Port, C’1’ Despair Island to Port, R’6’ Pine Hill Pt. to Port, then to finish, length 8.8 NM. 8.0 THE START 8.1 The race shall be started using successive start signals, in accordance with starting times listed in the Appendixes. Red flag and HORN at one minute intervals per assigned time. Each signal will be lowered 30 seconds before the next signal. Note: all starts will be on Red flag. THIS CHANGES RRS 26 General warning signal 1100 hrs – Blue flag and gun General prep signal 1105 hrs – ‘P’ flag and gun First Start 1110 hrs - Red flag and horn 8.2 The RC is allowed to postpone that start by a period of either 30, or 60 minutes. If the race is postponed, the time of postponement in minutes is added to each yachts starting time. 8.3 Yachts shall keep clear of the starting area until 5 minutes before their respective starting signal. The starting line shall be between the orange flag on the Committee Boat and C’5’ Pine Hill Point. 8.4 TIME OF SIGNALS: General warning signal and each successive signal will be based on GPS time. 8.5 The Race Committee will attempt to notify yachts of their starting time. While all efforts will be made to inform all competitors of the starting order, failure of a yacht to hear the announcement will not be grounds for protest. 9.0 RECALLS Individual recalls will be in accordance with rule 29.1. 10.0 THE FINISH The finish line shall be between the orange flag on the Committee Boat and C’5’ Pine Hill Point. 11.0 TIME LIMIT The first boat to finish must do so by 1600, (or 1630 or 1700 in case of postponement). The Committee Boat will leave station at 1730 or (1800 or 1830 in case of postponement. Any yachts finishing after the RC leaves station, must record their own time. Any yacht retiring the race prior to 1730 hrs must notify the EGYC Race Committee at EGYC 465-7245 or VHF channel 72. 12.0 PROTESTS 12.1 In addition to the requirements of rule 61.0, protesting yachts must notify the Race Committee of their intention to protest immediately after finishing the race. 12.2 Protests shall be written and submitted to the Jury Chairman at the East Greenwich Yacht Club within one hour of the Race Committee signal boat docking. 12.3 Notice of protests will be posted on the EGYC Bulletin board. 12.4 Protests will be heard Saturday July 18, 2009, 1 ½ hours after the Race Committee signal boat docks, at the East Greenwich Yacht Club. 13.0 PRIZES Prizes will be awarded at EGYC during the dinner following the race. 14.0 DISPOSAL OF TRASH Yachts discharging trash overboard shall be disqualified from the race. 15.0 LIABILITY WAIVER All eligible yachts must have filed the enclosed liability waiver with the organizing authority by the start of the race to qualify for the finish of this race. Appendixes will be posted one week before the race.
