Notice of Race
EGYC Centennial Regatta
This is a two day event. This event is designed to celebrate the 100 years of sailing at the East Greenwich Yacht Club, for both cruising classes (family class, non-spinnaker and spinnaker) and OD classes sailed in dingies. This is an opportunity for family and friends to race with each other on Saturday in a Cruising Class Pursuit Race and against each other in a dinghy Regatta on Sunday. Two classes will be run, a spinnaker and a non-spinnaker class. Within the non-spinnaker class there will be a Family Cruising Division for those yacht's optimized for cruising.
A dinner will be held at the East Greenwich Yacht Club on Saturday evening. For those yachts participating from yacht clubs outside of Greenwich Bay, free birthing (mooring or slip) will be provided free of charge for both Friday July 17th 2009 and Saturday July 18th in the close proximity of the EGYC. This is to extend EGYC’s hospitality while encouraging participation in its deck party with food, beverages, music and awards ceremonies.
To encourage participation for Family Cruising Division yachts, the East Greenwich Yacht Club’s Measurer may assign a rating for this event only in the following two (2) ways:
First, while PHRF-NB certificates are being encouraged, they are not required for this event. A rating, for this event only, can be assigned by the EGYC Measurer.
Second, adjustments to the yacht’s PHRF-NB rating may be given by the EGYC Measurer to adjust for yachts optimized for cruising.
Friday, July 17, 2009 1800: Skippers meeting at the East Greenwich Yacht Club, not mandatory.
Saturday, July 18, 2009 1100: Cruising Class Pursuit Race around government buoys for cruising class yachts with starts staggered according to PHRF rating with family and friends as crew encouraged. There will be two Classes, Spinnaker and Non-spinnaker. This is a pursuit race with staggered starts. To simplify the starting process the Race Committee will announce on the Race Committee VHF working channel the yachts which will start next. While all efforts will be made to inform all competitors of the starting order failure of a yacht to hear the announcement will not be grounds for protest.
Saturday, July 18, 2009 1700: (Grand deck party with music, beer, food and beverages, Awards, will also be presented that night at the East Greenwich Yacht Club.
Sunday, July 19, 2009 1100: Dinghy Regatta for Laser, Laser Radial, Sunfish, and 420s. All ages are invited. There will be separate scoring for age groups.
The EGYC Centennial Race will be governed by the 2009-2102 The Racing Rules of Sailing, the Sailing Instructions, the Notice of Race, and any amendments thereto. This is a “club” event with other Yacht Club of Sailing Association members invited to participate. This race is classified as a Category “A” event. For the Saturday race all yachts, in addition to all Federally required equipment, shall have a VHF radio aboard, and shall keep the radio energized on the Race Committee working channel VHF channel 72 from her “warning signal” until her “finish”. Additionally, the Race Committee shall continuously monitor VHF channel 13, “Ship-to-Ship”. The Narragansett Bay race area, with its East and West passages and approaches to Providence and Fall River, are considered a “restricted channel” for commercial traffic and vessels in the navigation channel, restricted in their ability to maneuver. Sailors must comply with the International COLREGS when in such proximity to commercial or privileged marine traffic. Yachts which obstruct the safe passage of commercial traffic are subject to protest under The Racing Rules of Sailing. A violation under this instruction shall be considered a violation of rule 2. The Race Committee or Protest Committee, upon the report of information or observation of an incident Shall protest a yacht. This is in addition to the requirements of rule 60.2(a) and the preamble to Part 2.
Notices: Notices to competitors will be posted on the bulletin board located at the East Greenwich Yacht Club.
2.1 The Cruising Class Pursuit Race is open to all yachts with the following qualifications;
a) All Spinnaker Class competitors having a valid 2009 PHRF-NB rating certificate.
b) All Non-spinnaker Class competitors must have a valid 2009 PHRF-NB rating certificate.
c) All Family Cruising Division competitors must either have a valid 2009 PHRF-NB rating certificate or be a yacht eligible for a PHRF-NB rating. If a Family Cruising Division competitor does not have a PHRF-NB 2009 rating they may apply to the EGYC Measurer for a rating that is valid for this event only. Any Family Cruising Division competitor, with or without a PHRF-NB certificate, may apply to the EGYC Measurer for a rating adjustment that is valid for this event only. These rating adjustments may be made for any reason, including but not limited to the materials, age, condition, or limits of the sails, the condition of the yacht’s bottom, or the yacht’s optimization for cruising. Rating adjustments may also be given for crew limitations; such as limited crew numbers, crew members all of one family, or use of a young crew. A letter or email should be addressed to the EGYC Measurer describing any aspect of the yacht which the owner/skipper believes should be used to adjust the rating. If the yacht does not have a 2009 PHRF-NB certificate a letter or email must be addressed to the EGYC measurer describing the yacht’s manufacturer, model, size, sail sizes and propulsion as early as possible. 2.2 The Dinghy Racing;
a) The planned classes are Laser, Laser Radial, Sunfish, and 420.
b) The organizing authority reserves the right to cancel any class that has less than 7 entries.
c) The organizing authority reserves the right to add any class that has a minimum of 7 entries.
3.1 Entries shall be submitted on the official entry form, including the attached waiver.
3.2 Classes shall meet the minimum entry requirements no later than July 9, 2009.
3.3 Cruising Class Pursuit Race registration fee is $50 if registration is before July 9, 2009. Late registration, on or after July 9, 2009, will be $60.
3.4 Dinghy registration fee will be $20.
3.5 Registration made online or by mail to the East Greenwich Yacht Club is preferred.
3.6 In person registration can be made at the East Greenwich Yacht Club up to 9:00 AM the day of the race.
4. Sailing Areas:4.1 The Cruising Class Pursuit Race will start and finish at “C1” west of Pine Hill Point.
4.2 The Dinghy Races will rendezvous east of “C5” Sally Rack.
4.3 Dinghy boats will launch from the EGYC parking lot.
5.1 The Cruising Class Pursuit Race, all courses will use government marks. Details of courses and starting times will be in the Sailing Instructions.
5.2 The Dinghy Race courses will use dropped marks.
6. Schedule of Races:6.1 The Cruising Class Pursuit Race one race is scheduled. The first signal will be 1100.
6.2 The Dinghy Race will sail as many races as possible. The first signal will be 1100. No warning signal will be made after 1500.
7.1 Cruising Class Pursuit Race will have 1 race.
7.2 Dinghy racing, 1 race will constitute a series. When 5 or fewer races have been completed a boat’s series score will be the total of her race scores. If 6 races have been completed each boat will have one through out. No more than 6 races will be sailed.
8.1 Prizes will be awarded to the first, second, and third place finishers in each class.
8.2 Within the non-spinnaker class there will be separate prizes for the first, second and third place finishes in the Family Cruising Class.
8.3 There may be awards for the best performance in some specified group, such as manufacturer or club as well as best dressed crew, most family members, etc.
8.4 There will be an award for the best overall performance for each day.
8.5 Awards for the Cruising Class Pursuit Race will be awarded Saturday evening during the dinner at the East Greenwich Yacht Club.
8.6 Awards for the Dinghy Races will be awarded at the EGYC Awards Banquet in the Fall.
