These events are being run under the authority of the Narragansett Bay Yachting Association (NBYA) and the NBYA Junior Sailing Instruction Programs. These regattas and the 2009 NBYA Junior Race Week-USA Junior Olympic Sailing Festival constitute the season for each class of the NBYA Junior Program.
1. Rules:
The regatta(s) will be governed by the The Racing Rules of Sailing (RRS) 2009-2012. The following additional documents govern the regatta: a completed Entry Form, and signed Waiver of Liability and Consent for Medical Treatment Form.
1.1 Competitors may not be protested for breaking class rules requiring membership. This changes Rule 60.1.
1.2 PFDs –U.S. Coast Guard approved life jackets must be worn properly and secured completely at all times while afloat, except when actively adding or removing clothing. Whistles permanently attached to the PFD are recommended. This changes Rule 40.
1.3 Protest flags (red flags) code flag ‘B’ are required for all classes except the Optimist Green Fleet. This changes Rule 61.1(a).
1.4 Alcohol and Drugs: No contestant shall use, either on or off the water, alcoholic beverages or use any controlled substance, the possession of which is unlawful. This regulation is in effect during the entire event, from the time of check-in through the completion of all activities and the departure from the premises.

2. Eligibility:
2.1 Each junior competitor must be a member of NBYA as an individual or family member. Membership will be verified at event registration.
2.2 All competitors must not reach their 19th birthday in the calendar year of 2009.
3. Age Divisions & Classes:
3.1 Club 420 Division I is defined by those competitors, neither of whom may have reached their 16th birthday in the current calendar year 2009.
3.2 Club 420 Division II is defined by those competitors, neither of whom may have reached their 19th birthday in the current calendar year 2009.
3.3 Optimist Class: Skippers must not have reached their 16th birthday during the 2009 calendar year. Skippers will register into White, Blue and Red fleets according to their age as of July 1, 2009. Green Fleet Skippers will follow Optimist Class Green Fleet guidelines.
3.4 Laser-Standard, Radial Rig and 4.7 Rigs: all competitors must not have reached their 19th birthday in the calendar year 2009.
4. Notice to Competitors:
The Notice to Competitors will be posted on the official notice board located at the host club.
5. Entry Fees: Registration and entry are encouraged on line at www.nbay.org/shop. The fee will be fifteen ($15.00) if registration and fee is received by NBYA on or before July 1, 2009. After July 1, 2009 the fee will be twenty dollars ($20.00) per contestant, per regatta provided that the entry form and fee is received by noon on the day before the regatta. Late registration will be available at 8:00 AM on the morning of the event; however, the registration fee will be increased to $30.00 and must be paid by check or cash only.
6. Registration:
6.1 Membership, Registration, Waiver of Liability and Consent for Medical Treatment forms should be completed and submitted with the appropriate fees to the NBYA office at:

6.2 Registration on line is encouraged at www.nbya.org/shop. Late registrations and paperwork may be submitted at the regatta registration desk at check-in subject to the late registration fee shown in section 5.
7. Schedule of Events for any Junior Day Regatta:
0800 hours: Check-in and late registration at the host yacht club
0900 hours: Skippers’ Meeting
0930 hours: Harbor Start
1000 hours: Warning Signal for the first race for the day at each circle
1600 hours: No race will be started after this time
8. Sailing Instructions:
Sailing Instructions will be available at check-in on the day of the event at the host yacht club.
9. Racing Area:
The racing area for each class and age division will be specified in the Sailing Instructions.
10. Courses:
The courses and starting system will be included in the Sailing Instructions.
11. Scoring:
The Low Point Scoring System Appendix A2 and A9 of the Rules will apply.
11.1 A maximum of six (6) races per day are scheduled based on the conditions, of which two (2) will constitute a series for the purposes of awarding prizes and be included towards season scoring.
11.2 One (1) throw out will be allowed per five (5) races, per regatta.
11.3 Season Scoring: To qualify for the Season Championship, a competitor must sail in at least 60% of the races held during the 2009 summer season and Junior Race Week. The scoring for the Season Championship shall include the scores of all the races the competitor sailed in the 2009 season excluding any earned discards. The scores for sailors who are not members of NBYA will be eliminated for the season scoring and the scores of NBYA members will be adjusted to fill the places that are vacated by the sailors so removed.
12. Prizes:
Prizes will be awarded when all protest hearings (if necessary) are completed and the racing results have been compiled.
12.1 1st, 2nd, and 3rd place trophies will be awarded for each class.
12.2 Green Fleet Optimist will not be scored. All competitors are eligible for participation recognition only.
13. Disposal of Waste or Trash:
Boats observed discharging trash over the side shall either be disqualified, with a hearing, from all races sailed on the day the infraction is observed or be subject to other suitable disciplinary action, or both.
14. Reminder:
A reminder to competitors: Narragansett Bay is a restricted channel and sailing vessels do not have the right of way over a vessel under power which may be restricted in her ability to maneuver.
15. Liability:
Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, and in accordance with Section 7-6-9 of the General Laws of Rhode Island, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.
